Shaker Country Steak

3 lb round steak
1/2 cup flour
1 teaspoon salt
1/4 teaspoon pepper
6 each whole cloves
2 tablespoon shortening
1/2 cup onions, chopped
1 cup celery, chopped
1 tablespoon worcestershire sauce
1/2 cup ketchup
2 cup water
2 each beef boullion cubes

Beat flour into steak on both sides, using the edge of a heavy saucer, or a meat pounder. Put shortening in heavy skillet and heat. Brown steak on both sides. Put all other ingredients over steak. Cover, and bake in oven, at 350 degrees, for 2 or more hours until meat is tender. Steak should be checked every hour to keep from becoming dry. Add an additional beef boullion cube and 1 cup water, if necessary.
