Black Bottom Cup Cakes

1 each package cream cheese
1 each egg, beaten
1/3 cup sugar
1/8 teaspoon salt
1 cup chocolate chips
1 1/2 cup flour
1 cup sugar
1/4 cup cocoa
1 teaspoon baking soda
1/2 teaspoon salt
1 cup water
1/3 cup oil
1 teaspoon vanilla
1 1/2 tablespoon venigar

Topping: Mix cream cheese, egg, sugar, and salt in medium bowl. Add chocolate chips and set aside. Batter: Combine dry ingredients. Add water, oil, vanilla and venigar. Mix well. Fill cup cake cups 1/3 full with batter. Drop heaping tsp full of chocolate chip mixture on top. Bake at, 350 degrees, 30-35 minutes.
