Citrus Cream Frosted Deep Dark Chocolate Cake

2 cup sugar
1 3/4 cup flour
3/4 cup cocoa
1 1/2 teaspoon baking powder
1 1/2 teaspoon baking soda
1 teaspoon salt
2 each eggs
1 cup milk
1/2 cup oil
2 teaspoon vanilla
1 cup boiling water

Preheat oven to 350 degrees. Grease and flour 2 round 9 inch baking pans. In large bowl combine dry ingredients. Add eggs, milk, oil, and vanilla. Beat 2 minutes on medium speed of hand held electric mixer. Stir in boiling water, batter will be thin.Pour batter into prepared pans. Bake 30-35 minutes. Cool 10 minutes. Remove cakes from pans and place on wire racks to cool completely. Frost double layer cake with citrus frosting.
