Mexican Casserole

2 lb hamburger
1 can evaporated milk, large
1 each onion, chopped
1 each green pepper, chopped
2 can chili beans, 15 oz
1 teaspoon salt
1/2 teaspoon pepper
2 tablespoon chili powder
2 tablespoon flour
1 can tomato sauce, 16 oz
4 cup corn chips
Cook hamburger, onion and green pepper until brown, drain. Add canned milk, salt, pepper and chili powder. Cook, stirring occasionally, until heated through. Add tomato sauce and flour. Stir constantly until mixture thickens. Add chili beans. Cover bottom of greased 3 quart casserole with half of the corn chips. Pour in chili mixture. Top with remaining chips. Bake uncovered at 350 degrees, for 40 minutes.
Yield: 12 servings
